The top of my bumper is scuffed, grey plastic, as it's not the painted part is there any way to fill the scuff and blend it in with the rest of the plastic?

Yep use body filler

Probably best to use filler specifically for pastic.Its flexible and wont crack when the plastic expands/contracts etc.

Above answers apply to a fully painted facelift bumper. I don't think you an option other than replacement.

Its possible to get paint matched to the colour of your bumper - then just blow in the repair

The colour is grey plastic ...... & it's a textured finish

Texture the body filler to match, and as I said get colour matched grey paint to suit - best to get one suited for plastics for best adhesion

I don't know ..... I use a body shop.

So ...... you sound as though you do  . But I can't see how you can dress up a scuffed plastic bumper. I replaced mine for A NN Other bumper

Depends what the op expects or what he is prepared to pay.  Texturing body filler can be done (just before it goes off) using anything from a sponge, coarse cloth or even a comb - depending on the texture.
We used to do similar on textured surfaces on damaged injection moulds (not with body filler though)
