How or why would there be a need for Autorised Blue Strobe lights?

Xenon lights without the levelling kit and high pressure washers.
Loud exhausts.
Blue sidelights.
De-cat exhausts.
Small or re-arranged number plates.
Highways agency staff impersonating police officers in Range Rovers.

No, it doesn't stop a lot of people actually.

Don't forget if someone unauthorised is driving on blues, it's not automatically impersonating police. They could be impersonating an ambulance, or other emergency service. But there are plenty of rules broken re lighting regs etc so they can be nailed for it ;D

It reminds me of when I was out on night patrol with the Police in Folkestone last month, when next door to the Police Station :o :o :o a chap was (not for the first time) testing out all the lights and sirens on an imported American Police patrol car with everything still in place including front nudge bars.  Looked lovely in the dark!

The officers, who admitted to me they were really just intriged to have a look at the car after noting it before, had a "quiet word" with the guy about the regulations, and the risk of members of the public thinking it was the real thing if he used the blue's and two's in a public place.  However, they stated as it was clearly an American patrol vehicle it was unlikely that would occur, but the guy should be careful, especially if encountering Traffic Police who may not be so understanding! :D ;)
