Could easily happen to anyone, falling down on their luck.  Sadly, some OOF'ers have been closer to hitting the deck than some more fortunate others, if you follow....   ;)

forgive me if i may sound ignorant in my reply, if i do its because i clearly dont know enough about the subject, but i'm pretty sure there are places to go for people who have ended up in this situation, so people never have to be forced to sleep rough
