With all due respect Tapper, where have you been the last 10 years?
Just about anything we do now is an offence in one way, shape, or form - the only reason most never saw it coming is because it was introduced very slowly and always under the banner of "home security".

While that particular young man was lucky on this occasion, let's not forget the unlucky ones - like the single mum who ended up with a £715 fine for putting her rubbish out (in sealed bags) before the official collection day.

slightly different.. having pink hair, rings all over the place, goth outfit, whatever. these in themselves which might be frowned on by some doesnt affect anyone else.

leaving your rubbish out , being warned about it, continuing to do so (lame excuses count for nowt) affects others.

locally it happens week after week.same people, who dont care about their actions affecting others.

We leave our rubbish outside as well (can't think why we'd want it in the house to be honest), and the ONE pissant sized bin we have (provided by Rushmoor) is nowhere near big enough to cope.

yep my rubbish goes out as well, but not the day after the bin men have come and gone. cats dogs rats and foxes all help themselves scattering food debris everywhere.
household waste could run a big thread on its own i reckon?
