we have 1984 landrover ,1990 rangerover 3.9lpg and 2.5v6 elite 1997 but told it's a 98 spec

Just move it!
On my last Elite it would only turn left/right & I had to give it a bit of "force" to get it to move up/down. After a while it moved freely.

Be careful though
