Hello, Is it normal for the Two cooling fans to be on for 30seconds or so on start-up?

This may be normal for a Omega  :-?

Not really.

Obviously, they should only come on if hot UNLESS the A/C is on (though obviously they would been on all the time)...

You're not confusing the sound with the secondary air injection blower under the passenger side wing perhaps?

Could be that in this weather if the car's got climate, it starts with the air con running and after the fans have pulled a bit of air over the temperature sensor in the bumper it decides it's too cold to run the air con?
