Could be an air lock, due to low water levels in the system, so have you:
a) checked the water engine levels?

b) checked for leaks?

c) dismantled the system recently and thus caused an air lock?

Check the temperature of the flow and return pipes for the heater matrix.
They pass through the bulkhead on the passenger side.

If the return, lower, pipe is not very hot, suspect obstruction in the matrix.

It's worth trying to flush it through, but don't be mislead by a good flow when connected to a garden hose.

If you search on here for heater problems you will turn up quite a bit information.

Air temp sampling fan on the climate panel is the favourite given the symptoms.
