Is it possible to do a re gas myself. I have heard members talk of kits from Halfords. Is it easy to do. Or would I need to have it done professionally.

PS with the engine running the aircon on, the air con pump spins quickly, with the engine on and the air con off it does not spin at all. Is this correct?

Have had aircon before but it has never worked. Thanks

To answer your operating question.  The compressor/pump works only when the aircon is switched on.

Yes, the operation is correct. Definitely get a specialist to do it because they will check for leaks and generally check it over and advise he something isn't correct!
