Has anyone ever had need of new seals or had the money to replace your master cylinder? I haven't condemned my master cylinder yet, but although I can generally get a better pedal after bleeding them, it's not normally lasted that long before I can get a better feel by pumping them up. As cr4p as my Astra is, the brakes on that have always felt far better than my Omega's have felt (I know it's /3 it's weight. Also I can't decide if it's my imagination or not, but I'm sure that the Omega's pedal will slowly fall - never to the floor though (been there, done that, many many years ago  :o) if I keep pressing.

ATE usually found on 286mm dia disc cars - yours is a 296mm disc and will be a Lucas set up.

worth chucking on a T2 to see if its one caliper, or all....

Try pulling ASB / TC fuse out. Then start the engine and see if it feels more solid.
