Radiator Fan/Thermostat

May sound a bit of a daft question but what actually turns the radiator fan on when it gets to temp.

I noticed last night that the fan is not always coming on at the same time. Sometimes it comes on at 95 other times it comes on around the 98 mark.

Is it activated by the thermostat or is it activated by one of the switches that is fitted to the radiator it self????

The fan is operated by the switch on the radiator, looking from the front of the car it is on the right hand side of the radiator.
