power steering problems

Well not so much of a problem but a really odd experience: it has happened twice now. 

first time car had been left outside for 4 hours in the cold, second time after stopping for 10 minutes in the cold

On starting up, I have no power steering.  reving the engine a bit does not help, driving 3-4 yards forward and power steering is back again. 

I've got no problems with aux belt or tensioner - they are new and greased.  I've not yet checked the power steering fluid level but last time I did it was fine (few months ago)

any thoughts?

There is a fuse under the bonnet, perhaps this is loose, or defective. Well worth a look.
