Pug 106 front caliper Q

The neighbour's 106 had a front brake imbalance (26%) on the MOT causing a fail.  THe disks and pads are in good nick and when I had a go myself I managed to lock up both fronts with ease (No ABS)

I whipped the pads out and the gaitors on the pistons are shot to F%$&.  They dont seem to be causing any problem though.  I have had a look on the net but cant seem to find a refurbishment kit and as they arent leaking it would be a shame to have to get new calipers.

Anyone know of a source?

Also besides what I have checked and the brake fluid which I am replacing fully what else could cause the imbalance?
