As RobG says, if generic OBDII scanner, it won't work

Nope, the Vectra-B is NOT OBDII compliant (or EOBD compliant, as is the euro standard).

The only Vectra V6 EOBD complaint engines are 2.6, 2.8 and 3.2

If its the same as the only ones I can find on google, then its EOBD/OBDII only, thus no chance of working with Veccy 2.5.

I lights up, as it has power from the diag socket, but cannot talk to the ECUs.

OBDII and particularly EOBD are only guaranteed to work from 2001 for petrol, and 2004 for diesel.
MANY cars before that work, but you can't rely on it.
