It was introduced in the early thirties when the government realised cars were a huge New resource they could tax.
The money raised that way has NEVER been allocated for road and travel expenditure, as government accounting doesn't work that way.

Showing your age everyone thought he went nuts after his daft coment on the wogan show. Im not a big fan but blimey he makes sense.
