He is (was?) an MOT inspector hence a government agent (as are policeman, tax inspectors, traffic wardens and armed forces).

Quite rightly if someone is in a position of trust they get treated more harshly than civilians when they get caught to set an example. (although the sentence passed on Admiral Byng was considered to be a bit harsh at the time)
