I know for a fact that there are totally, self-contained systems on the market. They get activated by sensing vibration - going into a sleep mode when stationary for more than 5 mins. The vibration from being on a moving vehicle is enough to wake them up and start reporting. If they can't get a mobile signal then they just buffer data up and transmit it as and when they acquire a signal.

They can also contain a battery which can last up-to a year, so don't even need a power supply. These are quite often built into top end motor-homes or caravans and may be an insurance condition.

So, even if you remove the vehicle battery totally you would still be tracked.
