You would assume incorrectly, my friend ;).  Currently, I don't think they are capable to govern, which is why I currently would vote for one of the other 3 useless parties first.

A civilised society should be based on people paying their own way,unless there is a genuine reason why they cannot do so.
This country lost sight of that a long time ago,and is much worse off for it. ;)

I can sort of understand that TB,and tbh I would be amazed if they were in a position to govern in the near future.
On the other hand,the 3 main parties are now so alike it hardly matters which one of them you vote for.They will all ignore their electorate,ignore their own manifestos and carry on along the same ruinous road they have taken the country on for decades.
I vote for UKIP because I believe (mostly) in what they believe in,and as someone said - a Tory UKIP coalition would be the best compromise in current circumstances.
It would finish Camerons career and pull the Tory party back the centre right where it belongs,and where the silent majority of British peoples beliefs lie.

I think, in reality, senior civil servants make all but the headline decisions.

You mean "masterly inaction" from ministers so 'common purpose' civil servants can get on with it. No good will come from this. ::) :o :o :o :o

UKIP are a young inexperienced party which is both their strength and weakness, but all the other parties have young inexperienced leaders who have never had a proper job and it shows. :( If you were looking for a director for a company, can you say you would pick anybody in the cabinet or shadow cabinet, because I certainly wouldn't and they are the directors wrecking running UK Plc.  :(

If they had any experience of turning around a heavily indebted company with a falling market share and turnover, the first thing that you do is concentrate on the core income streams and jettison all discretionary spending like overseas aid and windmill subsidies. You then concentrate on reforming the company, by looking at how you can cut costs and increase turnover to get it back to profitability. None of this had been done by the current government

Trouble is, with all the crap that has gone before, there's alot of damage limitation to do before any progress can be made, but due to the compromising nature of democracy, muddling through is the best anyone can hope for :'(

Well, yes, a sizable minority are little more than thieves  >:(

But I think/hope that the majority still have some inkling to persuing "doing [wthat they thing is] the right thing"
