When it comes to doing mine i'd be tempted to angle grind the off rather than faff about with sanding the old rust treating and painting ..it only comes back and looks worse when it bubbles through  :(

That's why I purchased the new arches mate. No amount of sanding/treating will keep the rust cancer at bay  :'(
