Do you mean on any web site .. or something like a DVD as well ??

If its web sites it might be that you have not got Flash Player - which most sites use - installed ... what browser are you using ? If its Edge then you need to enable Flash .. go to the 3 dots top right .. settings ... advanced settings .. then turn on Use Adobe Flash

If you have installed FF or Chrome you may have to download flash for them

If its "there" but not playing in flash .. try turning OFF "hardware acceleration" in the flash settings ... If memory serves its right click on the flash player /settings .. but not certain ... its in there somewhere though

If you have a "downloaded" vid try using VLC player and see if they work then .. VLC is about the best player going ,,, its free .. and it works well with win 10 .. whats not to like !!

If the win 10 is an upgrade it is "possible" that the video drivers for your card are not fully compatible .... if you can obtain new drivers from the card maker it might help

just looked in apps and it says adobe flash player not available although the online test says it is installed so I am really confused.I tried what you said in edge and what the internet said in explorer but both were enabled and it still does not work.

Windows 10 no longer comes with any of the commercial codecs (these are the video encoders/decoders, needed to play (or create) and video streams), unlike XP, Vista, Win7 and Win8.

Be desperately careful of sites using Flash, especially those that say you don't have flash, and to click a link to install it - you won't get Flash, but some malware of the authors choosing.

Edge has an integrated version of Flash, but some sites aren't happy with it.  If you use IE, you can install Flash from the official source (use IE to browse here):
https://get.adobe.com/flashplayer

Be desperately careful and alert when going to *any* site that uses Flash, as it is desperately risky, due to flaws within Flash.

Chrome has flash already installed and it runs it in a sandbox thus mitigating the risk ::)

Google  have 'project pepper' which is a replacement for flash. I am using it with Chrome on Linux. I don't know if it is available in Windows :-\
