It's a very long time since I read the highway code (1982 to be precise), but if memory serves me correctly I remember it saying something about being no more than 2 abreast. Also can't remember whether the actual wording was "must not" or "should not".

Section 66 of the Highway Code. It's a very grey area. It says you should not ride two abreast on busy or narrow windy roads. I have this debate at work on a regular basis. I also seem to upset the cyclist by asking if we car drivers get extra points for pinging the sticking out reflector as we go past.  ;D  In all seriousness, I give them plenty of room.
To answer STMO question, I blame the person who doesn't overtake when the opportunity arises:y

And if they don't want to overtake/feel it unsafe to do so then they should drop back so that overtakers have an easier and safer job.

I've been known to haemorrhage on occasions like this.  ;D ;D  The shouting really helps.....not.  ::) ::)

tailgaters I hate them!
I slow down even more if I have a tailgater.
I don't do it to piss them off (although it does seem to have that effect), I do it to create a larger gap so that if the car in front brakes sharply I can still brake normally, which means the bell end on my rear has less chance of hitting me.
