Just an opinion but it seems people are hell bent on gaining the next name...lord...barron..demi god....constant poster.... 
Maybe either simply not include welcome posts too there post number or just do away with titles.
Seems bizare that admin are having too get stressed over this. 
The Newbie section is important. A fair proportion of new members may not be that good with computers etc, and many probably never used forums, or read the Daily Mail, which would make us all child molesters.
Being able to give a warm, friendly, and personalised welcome is critical if we want to grow our membership further.
As to whether posts should be added, its something considered ages ago and rejected on the basis that we want Newbies to at least get a postcount - a kind of thankyou for taking the time to sign up, and say hello. Remember, they need a postcount of 1 to be able to send PMs. Also, by making it count towards postcounts, it encourages/rewards those who do take the time to say hello to new members. If there were no postcounts, whould people still visit that section? Remember, the Newbie section is critical to our goal.
The problem is, I am failing to see what is so rather hard about keeping it to threads that are less than a week old :-/
I know the entire admin team are incredibly busy with other more important issues, so this section has been left to get in a bit of a mess, and I guess now we are paying the price as we try to drag it back into line.
