The thing the FIA seems to be missing is that for motor sport to be entertaining the winner has to be decided by crossing the chequered flag first, not by debate in a courtroom.
OK, if someone is found to be cheating they need to be penalised but in the Schumacher days he used every dodgy driving trick in the book to win, or at least gain advantage, and if it looked like he wasn't going to win he'd do his damnedest to take out the next guy with whatever momentum was left in his car before hitting the barrier.

If he crossed the chequered flag first people would debate whether it was deserved or not, but it was accepted. In fact, that debate itself perhaps made the sport more interesting.
I'm sure in their own minds the FIA are only trying to make things "fair", even if their "fair" is biased but the point is, motor racing is about crossing the line first, and as soon as crossing the line first doesn't necessarily mean a win, the whole sport is not worth a second glance, IMHO.
The FIA should ensure that everyone crosses the start line with a legal car, and that, except in the most exceptional circumstances, the first guy to see the chequered flag wins, with no meddling after the event. Then perhaps I'll start watching it again.
If they don't like people cutting the chicanes I'm sure a few carefully placed tyre walls would resolve the situation without ripping the soul out of the sport.
