I have contacted the DfT on retrofitting HIDs, and their views are that any HID retrofit must meet new car standards.  Which means:

HID approved lenses (ie, must use HID headlamp units - so that rules out all ebay upgrade kits)
Washing system, this is primarily due to glare to other drivers, but HID lights do seem to be affected worse than halogens with just a small amount of grim
An automatic levelling system, again to stop glare/dazzling.



Probably be unlucky to get pulled for any, unless you are some kind of selfish idiot and setting them to be an utter nuisance to other road users. But that is DfT's view.

To stop the washers, as others have said, pull the timed relay from the relay box.

the problem comes when your back to summer again, plug it in, and they won't work cause over the winter would have gunked them up solid, so you will have to take them apart to be cleaned.

Hence i won't do it to ours.

Well yes, but, there aren't any traffic lights on my way down the A12  :(

AND, the A12 is a VERY GRIMEY road during Autumn/Winter
months (especially IF they decide to Grit it - once in a
while ! ! ::) )
