I suspect mine might not be doing it's thing (at least on other cars you can visible watch the lights go from 'down' to 'normal' on power-on, and on mine you can't) so I was wondering if popping a sensor arm off and wiggling it would make for a poor mans version of a Tech2 session (much like you can do with the levelling suspension) 
Most likely on the Omega that the fault is within the headlight unit it's self, the adjusters become brittle and snap with age.
The sensors on the suspension have a habit of the arms popping off too. The wiring by the HID levelling ECU in the wheel arch is also prone to chafing.
If you disconnect the front HID levelling sensor you should be able to move it and watch the headlight beams follow it.
Note that this system does not wind the headlights up and down on startup like some others do. If the beam location is correct they will not move. You might see a small adjustment at startup but that's all.

I only thought about it, really, after Anglesey - I happened to be parked (some distance) opposite an M3 and a 911 and the wet car park really highlighted how they wind the headlights from 'full down' to 'normal' when they're turned on by the light 'trails' on the wet tarmac
