I know this is a very small problem compared to some on here (including mine  ) but....
After not using the car for such a long time, that White paint has lost it's lustre so I was thinking of T-cutting it back.
Then I remembered being told that the police cars only got one coat of pain, in fact you can see the paint is thin on a few panels....
Any ideas?

try claying it,1st,surprising what crap it takes of and its easier than t cutting.

Claying will only remove the dirt and grime in the painwork, it won't cut into it.

The problem is that being a police car, it only got one coat of paint.
If I use T-cut, G3 or similar, I risk cutting through the paint...
Not being used has let the weather and the sun do it's thing and now the paint is dull and "powdery" 
I do want to get it painted but that may not happen for a while....

I would of thought that all Police vehicles go through the same production procedure, and that in regards to waxing/TLC is almost negligible during it's time in service and according to which authority it served! As recommended by me in a previous thread try 'Muc Off' it's brilliant 
Can be purchased at any good motor factor, try this link for identification and can be cheaper at 'ToolStation'

Never heard this one before  I'm not sure that Russelsheim would go to the effort of altering their spray booths for a small batch of white Plod cars for UK

I think the key here is that if you're worried about the thickness - then take it gently a small area at a time.
If the surface is powdery - I'd start with a gentle surface cleaner rather than go in aggressive to start with. Probably most 'colour restorers' would be ok - just work it carefully to remove the surface matt finish and check. Be careful on crease lines and corners not to concentrate pressure in these areas - just in case.
If you want to give it a go - then try a clay treatment to pick off any bits still stuck to the paint (Detailing World website has loads of good info on this).
If you can get to Terberts meet at High Wycombe in a few weeks I'd be happy to give a demo again 

If you can get to a shine at this stage - then build it up with a couple of coats of decent wax and sealer.
Once you get to this - it should be easy to keep it topped up occassionaly with a bit of wax.

Mine is a ex plod estate & on mine ive got that much fkin paint on mine!! Every panel has been repaired countless times some areas filled & repaired & loads of paint runs mainly on rear quater & door bottoms & im dam sure the 80year old previos keeper did anything to it ever!
Depending on its previous use (i.e Traffic) battenburg or jam sandwich it may have been resprayed all over.. due to them having to fill & repair holes in the roof, boot, quarters, bumpers etc i can see that mine has due to masking lines on roof edge, across bootlid, filler in bumper edges where the lights were..
ive got a mate who repaires all the west mercia police cars in worcester & he has seen mine & said whoever in cheshire that repaired mine must of repaired it on a soddin friday in a bloody rush!! & most of the cars they strip either get 2 treatments...

1 strip blues radio gear etc & send out if in good condition just removing stickers but bodywork straight but with trim damage... 
2 same as 1 but with bodywork repairs respray & send out

but in both cases normally require grills bumpers interior faciers sterios etc just hope yours had an easyer life than mine did!!
think mine was chase & ram it till they stop!!!!!

Try a electric buffing machine and T cut brings it up a treat.

One of the OOF members sent me a record of the build list, it quotes Z1X = PAINT,ONE COAT.... You can see in some places that the paint is indeed thin and this is why I am nervous about using anything too aggressive.
I think I'll give clay a go and see how I get on.

But that code is to indicate/separate "normal" paint from metallic and mica-paints which are multi-layer... So, you will have exactly the same thickness of paint as any owner of non-metallic painted Omega will have
