ok .. here is my opinion as it usually snows here..
tire chains will get you out of trouble if you can put them properly on a freezing cold ..
and there are chances that you may be caught when you are not ready for example , morning frost on a windy road or bridge..
I use them from october to march regardless of snow.. when the temperatures are below 15 celcius , you can use them without problems..
and when temperatures drop below 7 celcius summer tire compounds harden where the snow tires become the best..
their tooth and compound are designed for it.. also I discovered that they are better/safe in the rainy cold days..
I bought another set of wheels for them and they are ready for cold months so no hassle to change them..of course its costly then chains
but chains imo damage the front drive train if the road is not covered with snow.. and you need to change them back and forth
and for brand : bests are goodyear UG8 and conti ts 830 .. even kumho kw19 are incomparable on snow/ice to most expensive summer tires..
