If assistance increases when revs are up it`s a lazy pump

If you unplug the wires from the steering box it'll always be heavy.

Need to try and figure out if it's RPM related. Try it at a standstill, Swing steering lock to lock with engine idling, then repeat at 2000 RPM.

Yep, well worth checking the fuses.

Does the speedometer work OK? Do you ever get ABS or traction control warning lights on?

I had this problem on my last omega, steering stiff at very low speed.  I'm pretty sure it was because I cut the wrong wires for the power sounder and cut the speed sensitive steering by mistake.  This was many years back long before I knew of OOF.  I just lived with it, not a problem when you get used to it.
