Advice on Video Editing

Can anyone recommend a Video Editing Programme that allows me to tilt a video 45%.

My son has sent me a short family video but it is on it's side and for the life of me I cannot tilt it up straight!

Any suggestions?

Try VirtualDub mate - its freeware (open source) and regularly updated.
