One thing about Chinese is the speed of planning and construction. This is why they have developed such strong air, rail and a road network in such a short time in their country.
In this country there is 20 to 50 years of can kicking, judicial reviews forced by a load of eco protest groups

The Chinese Government have recently allocated significant funds to control pollution.
History suggests that all countries as they industrialise go through a polluting phase and as they mature more resources are used to improve the environment. Without the wealth being created then the Government would have no money to start improving things. Poor countries like many ex-Soviet have continued to be heavy polluters where they need the money from their heavy industries but the Governments lack the will and the means to tackle the undesirable side effects.
There are many left-wing anarchists groups in this country that hide under the Eco banner as part of their war on society. Fracking is the latest rent a mob target. Animal rights is another area where they are active.
People that disrupt in this way should IMHO be place on a remote Scottish Island and told to get on with it, without all of civilizations benefits. They would soon be running back to mummy and daddy once they realised how hard a life it is without the modern energy consuming machines we rely on to make our lives much easier and more productive.
