Depends on how much money u welling spend

 Cud grind down rust filler/fibre glass cheap
Or cut out weld new panel in

Welding new panel is the only real way to ensure its gone. but expensive. Wonder if anyone on here has done it as that's ideally what i want to get done

If it's just the flanges then it's a simple job once back to bare metal. Cut out and weld, or just pulse weld the holes up. Same thing goes for the main panel if there are just pin holes you can just concentrate on them. Anything bigger/following panel contours etc it's best to get a repair panel. Get it back to bare metal then decide. Often it looks worse on the surface than it actually is. Conversely sometimes it's much much worse.

Mine were much worse, considered scrapping her for a minute. Ending up cutting out the rot and making new  panels to fit. Took a while and isnt perfect yet, but it is the only way to go with repairing rust or it will be straight back.
