Short version: When the tax disc goes away in October you will no longer be able to transfer unexpired tax to a new owner; you will be forced to apply for a refund and the new owner will have to tax the car from the date of purchase online.

All in the name of making things 'easier'..

Actually I totally agree with this idea ... it will go someway to ensuring all cars are insured, as at the moment, you can buy a taxed car and drive it un-insured, with the "new" system when you buy it then the tax and insurance aspects are both checked.

Won't stop uninsured drivers ..but might make it more difficult ..  ??

and making a few quid too. You sell a vehicle and lose the refund for that month, the buyer has to buy tax for that month that you can't get a refund for. DVLA gets that months tax twice!

Its been on the cards for a while now, dont think (or didn't think) it would come in to force by October though.

For new Buyers cant see it working unless theres a few days grace period between buying your car and getting it taxed online, how many people are going to be in a position to tax online seconds after having just bought there second hand pride and joy. Most people would feel nervous at the moment driving a just bought car home with no tax.

As for Traders, more hassle, currently Traders having acquired a Vehicle on a Yellow Trade Slip (puts the car In the Trade, and stops an unnecessary additional Owner being added) cannot legally Sorn a Car if the tax runs out and the only way to re tax, is to apply as a new Keeper on the V5. Under the New Scheme a Trader would have to Transfer the Ownership to His business in order to get Tax and then apply for a refund when He sells the car a few days of weeks later.

How so? Surely trade plates cover the road tax element for traders

Personally I think it is a stupid system to implement if the intention is to check if you have MOT and insurance as the road-worthiness is only tested on the day the car is presented and can theoretically be unroad-worthy the next day and you can cancel your insurance once you have your disc.

More ANPR but fixed like speed cameras, with more effort made to increase accuracy (maybe the ICO should help here, I bet he wont though)  ie your vehicle was seen driving on Day X but out records show no insurance for it.  Please provide proof by visiting your local Police Station or emailing a policy number to the following address....blah blah blah.

Or am I just being too simple (yeah yeah not for the first time..... )

They already have enough surveillance by ANPR (I've seen the map) 

The problem is, the problem of vehicles without tax / insurance is so widespread that you can't process all the data, let alone send coppers out to intercept all the cars, so they filter it out and use the system to go for more serious and violent crime instead.

The problem is in the law, IMHO. You have to catch the driver at it. I think a system such as with speeding needs to be implemented. Your vehicle is observed on the road when the database says it's got no tax / insurance. NIP gets printed out and sent to the registered keeper. He names the driver or takes the rap.

I quite like the Spanish system.

Whoever owns the car on a certain date(e.g. 1st Jan) pays the tax for the whole year even if they sell it on the 2nd Jan. Refunds? Hard to get and then only in blocks of whole 3 months e.g. car being scrapped.
