My removal company were total muppets and turned up in a Luton van. For a 3 bedroom house move. Idiots.

Some of my things had to be left in Warlingham.

As they were contracted by the council, who have paid for their (lack of) services .. complain to the council and "suggest" the bill is not settled as the job was not done.... also mention .. VERY LOUDLY, and in public, the attempts by the driver to blackmail you into paying.

Personally, I'd be putting all that in a letter of compliant to the council ....
