By any chance are you thinking about the 'Chopped' TV program, that was ironically chopped after the 88 on the guys face? The guy told the TV company it was the year his father died. Which is fine until his father came forward and said he was alive. 

To answer your question, no without context. If it was accompanied with other such references, then yes, but on it's own no. Of course this doesn't stop people believing what they want.

If he had Combat 18 smeared across his face it may be different. But not heard much about the number 88.

No doubt all the indoctrinated snowflakes who have just left university will be looking for every little thing to show how PC and 'woke' they are.
