They are fitted on the outside stop cock where ever possible, so not actually within the building, why tell him.

Cos it's not his house   :-?...... it belongs to the landlord, & he might not want one fitted.

I'm pondering over a meter as well.   
Only issue I have is a deep side jaquzzi but it takes almost half an hour to fill, so I usually have a shower. £800 for a tub I've used about 10 times in 2 years :-?

He is an odd little man  like that maybe I should just get him to pay what I would save in having it fitted that would soon change his mind  ;D

mine rarely exceeds 20 £..and friends say the same for me ;D

I have not paid a penny in water-bills/rates for over 10 years!....and what`s more; nobody can do a thing about it. ;)

Water supply does not belong to the land lord, unless he pays the bill then its up to the tennent on how he chooses to pay utility bills.

Whats the difference from a water meter to a gas or electric meter.

What happens to the price when everyone has meter

Same a gas and elec  ---  no water price up ? slow to come down !!

Flood price up !!!! - cost of cleanup etc etc

Water co's got to make a proift same as gas & electric.

What the hell i just checked our bills and we pay £46.20 a month on rates thats £554.40 a year for a 3 bed Band C house WTF???? :o :o :o

We applied to have one fitted about a year ago,because it's only me and wife,but they couldn't fit it cause the stopcock was too close to the kerb and it would mean digging up the pavement.So the water board estimated what we would use and that's now what we pay,less than half what we were last year.Very happy ;D

They are making a bigger proffit from me if I dont have a meter.

But meter or not.  Water rates ot meter usage would still get charged the same.  If one goes up 5% then so will the other.

No idea legally ......
I was refering to the house being owned by the landlord - not the water supply
water meter vs gas/electric? If you have a card meter put in, it's possible to go back to a 'proper' meter, when a water meter is put in, you can't go back.

My Uncle's meter is after the stop cock in the house.
