Ms Flint was actually complaining that the Cabinet is split into two factions; the inner, favoured, circle that meet regularly, and those that rarely are invited to feel an important part of the Cabinet, being purely "female window dressing". 

In other words women are only there so Brown can claim to have women in his Cabinet, but to not fully involve them.   She also claimed the last Cabinet meeting she was invited to was in October 2008.

Perhaps we could ask why he made exceptions with Blears and Smith if this 'rule' is fact, adding it is a shame he did!!
