i would say the problem is basically down to poor organising, they have had all year to improve on the amount of people attending. its the public who always lose out.

I think that reading into this it may be the insurers playing a larger part, not H&S as quoted.... there has been no policy change that has affected the event in the past, H&S isn't exactly a new thing!  I bet the premium just went up following last year's injury ridden antics
