I must admit I fail to see the connection between fasting and swimming. OK, both involve water, or the lack of it, but you don't drink swimming pool water. Especially when a load of schoolkids are swimming in it.

Surely the point of fasting is to deprive yourself of something, and to experience hunger / thirst for spiritual reasons? It's not done for the practical purpose of preventing the slightest drop of H
2O passing your lips, so, if it accidentally does while swimming, what's the problem?
I had a similar discussion with (as it happens) a muslim colleague once who would avoid using any product containing alcohol. Surely the idea of depriving yourself of alcohol relates to drinking it and the after-effects, so why worry about a deodorant containing it? You're not likely to drink it, nor to absorb enough through your armpits for it to have any effect? I must be missing something. :-/
At any rate, if you are a minority group, being excluded from certain things is part of the deal. You exclude yourself voluntarily, you exercise your choice to do so, and, presumably, feel gratified for doing so. I don't see why the majority should pander to it, and thereby miss out.
All muslims I have known would never want want their beliefs to affect the freedom of others anyway. That they would is just the presumption of those in non-jobs.
