Heath and Safety not here,

Just come back from a walkalong the canal,and decided to have a drink outside a nearby riverside pub.
Now this pub is right opposite a bridge which is under going minor repairs to the brickwork base/river bed.
Now these workers are standing onthe slippery brick work at the base of the bridge 10ft from the edge of a weir,in a fast flowing river.
I know that these men must be used to working under these conditions,but not one of these men were wearing a life jacket or a safety line.
Have the tories repealed labours h+s laws already?.
