STEERING PROBLEM

hi all, my steering wheel is really hard to turn with engine running but when i rev the engine high the wheel turns, there is plenty of fluid, belt seems good any help greatly recived thanks lee

poss a fuberd power steering pump, or assistance relay. but gut tells me prob  pump.
