Outside temp sensor is a just a thermistor so won't have a fuse. Cheap part that sits behind the front bumper on pre facelift.

AFAIK there is no other connection between outside temp sensor and heated seats.

What doesn't work?
Lack of outside air temp is more likely due to a failed temp sensor. If it's the same sensor as an Astra F they're only around a Fiver (bought one for my lads Astra just before Christmas)
It lives on the rear inside edge of the front bumper, passger side for PRE facelift cars & somewhere nearby ?   for facelift cars.
