Is there a working bulb in the dash?

Any why do you think you have an ECU problem?

It could be a sensor problem, or fuelling, ignition, etc, but the ECU itself very rarely goes wrong... in order to be able to tell what exactly is the ECU complaining about, you will need to read the ECU fault codes. If you can't paper-clip it, try getting the car to someone with an engine code reader then post the codes here.

So if you're not getting anything from paperclip test (some 4 pots don't do a 12), it was likely either interuption in fuel, or HT issue...

As the car is a -99, it has simtec 56.5 and doesn't show 12. No EML flashing is likely to be no stored codes. The other option is that you started the engine. Paperclipping doesn't work with engine running on simtec.

You said the EML light came on whilst running, so there should
be code(s) stored.

As Magnul said, do the test again with ignition switched on but
engine NOT running.

You are looking for 4 digit codes.

10 flashes = 0 (Zero)
  ie. 0335  will be 10 flash, 3 flash, 3 flash, 5 flash.

Each code will be repeated 3 times.
