So after 98 TC is using brakes?
only v6 had them. It was enabled on all of them.  Some Elites and plod MV6 were missing the button to disable it.

Post 98 do use rear brakes, this is not a stability control setup, purely applying light braking to spinning wheel.

Maybe you should consider buying a aftermarket traction control that cuts the injectors or ignition, something like the race logic traction control systems.
Probably be cheaper and easier to fit.
