v reg 2.o ltr 16v omega auto replaced exhaust manifold due to crack and replaced broken studs, car run with slight blip on idle drove and was terrible repaced plugs and leads and seems to run better but won't rev above 4000 rpm in neutral and then starts to drop away and when driven won't go above 30 mph no eml light on checked codes with tech ii no codes at present any ideas ????

Check your exhaust output, if a smooth hiss and not puffing, also seems hot and would steam up a mirror, then there is a blockage.  This could be in cat or a silencer section.  Unbolt in front of cat or remove oxyen sensor to test, if improved, move down to test other section before replacing the cat.
