This seems to be common an vauxhall cars (everyone I have ever had it has happened to!!  >:()

Firstly, to open the bonnett you need one person to pull the handle as far as you can and a second person to push down (or perhaps wiggle) on the bonnett at the same time.

Then, to solve permenantly, you need to adjust the slack in the release cable by the bonnet latch.

Get someone to press the "Hood" (assuming you mean bonnet) just above the bonnet/hood catch whilst you pull the lever.
Once open (assuming this works ;D), tighten the bonnet/hood release cable.

Edit: Note to self....must type quicker  ::)

If its something thats just started to happen...also check first for anything that may be causing the bonnet not to close properly...prime candidate is the engine bay fuse box lid...reseat it properly and you may well find adjustment is not necessary!  :y

Actually the lever is loose so when I pull it it doesnt have aany resistance in in an moves freely a few centimeters like its fallen out of  placement, My friend told me to try to pull the cable conetcting the bonnet to the lever but I dont know will I be able to reach it. If it isnt possible is it then possible to open the bonnet from the outside somehow?

I had this on my previous mig - the cable had become dislodged from the handle.

You can use pliers to grab the end of the cable and pull to open the bonnet.

reattaching the handle is best done after opening the bonnett, as this gives a bit of slack on the cable , simply push the barrel at the end of the cable into the hole in the handle and the manipulate the handle to locate the cable correctly.
