Some garages **may** have one. Its likely, unless Vauxhall specialists, they won't have the knowhow or the software to do it...

Tech-2 is generally main dealer, few smaller garages keep one due to the (very) high purchase cost, but some members here have them and provide a very low-cost Tech-2 service as long as you are happy to travel to them...

But not all can enable Cruise ::) ::) ::)

I think, IIRCC, the Bosch system we had at the garage I worked in could do everything the Tech 2 can but... It was £4500 for the unit and another £75ish per manufacturer for the software :o :o :o

Dealers around here can charge £35 - £70 to plug in the tech2....

Dickens dealers tend to be lower, Lookers Higher.

There are a few private tech'2 in Chester who may be able to do it cheaper.

Roadrunners in Saltney, and MW Performance both have /  had tech2's and were reasonable to use (neither really have a clue what they are doing though).

Its possible my "My Naff Code Reader" can enable cruise, I know it can on some later cars, but not plugged it into a DBW non cruise omega] to test.
