estate rear folding seat

hi anyone help I have a 98 tourer estate to lower the rear folding seats the split rear seats have a push button at the top in the corner of each side now the passenger side button will not come back up so cannot lock seat in place and the centre seat belt will not pull out is this fault seat belt problem connected to  the seat problem as is now MOT failure  help please

tried a little percusive maintainacnce and wiggling?

sometimes mine take a bit of jiggling to get them to lock.

Maybe a bit of ptfe spray down the sides?

mine are the same wiggle it, :D :D also with your seat belt pull it out of the way before you push the seat back.

We're talking about the belt for the centre seat that's integral with the seat back.
I have a similar problem with my Astra estate. The belt will often not release after the back has been dropped forward & can take a bit of 'persuasion' to work again.  :(
