Have you tried tapping it in like i suggested and if you think it is running rich then its proberly a air leak on the fueling side of things or MAF is problem :-/.

600-700 rpm, is that with a/c on or off?

Have you noticed poor fuel consumption? To cause sooty plugs you would use a lot of petrol.

Are your crank breathers clear? If the crankcase is pressurised then oil could be forced passed the piston rings and valve seals and oil could also be fouling the idle control valve.

A sticky ICV will probably work OK when it is open with a cold engine (& fast tick over) but cause more problems when it is nearly closed.

meaning air leak.. change this seal

and 6 gaskets under the plenum also is another candidate..

If no code 19 (crank sensor), either ICV (clean, lubricate and make sure fitted correctly) and/or dodgy MAF or MAF connector (replace or clean contacts).

Hi you can clean the idle out with a bit of vinagar and warm to realy hot  water, lev it for an hour or so until it look clean can repeat, (make sure you remove the electric's) spray with some wd40 after it is dry then put back on should idle like new, done it loads of times ford are worse for it. :y :y
