power steering not workong

can anyone help me . my power steering has stopped working on my 2.6 miggy manual. I can still drive the car but it is obviously very heavy . I have checked the obvious things like belts , fluid level and leaks and all seem ok .  looking in the fluid reservoir with the engine running it  doesn't look as if the fluid is pumping round
i suspect the pump has packed in but would be grateful for any help .

just checked fuse 14 and is ok
