code 21, throttle potentiometer signal voltage high.  whats it mean?

Read the link thanks, but what does it actually mean?  Is there a part that needs replacing or could it be linked to the code 19? (crank sensor ...will be replaced, but running properly now)

Give the throttle body a good clean with carb cleaner. Ensure moving parts are moving freely.
Give the electrical connection a squirt of switch cleaner and check wiring for any damage.
Clear error code and try again.
