Dim headlight?

When my car was tested last week, the O/S dip beam was/is dimmer than the other one, quite a lot dimmer actually, he passed it(the light) but it was touch and go.

I had replaced both headlights as the adjusters were broken on the original units, but I kept the original bulbs, those blue ones, they appeared to be identical, but I didn't check the power, just presumed they would be the same.
 Anyone got any idea why one would be dimmer than the other apart from a bulb wattage difference?
 I think it is set corectly for UK driving, but even if it wasn't this should not affect the power of the light surely? They both look clean. Projector lights by the way.

I thought about earth dbug, possible I suppose, but it's all in the loom nowerdays so would expect a problem here to show up elsewhere as well, I'll have an inspection round the wiring when the weather is a bit better.
